The Giao Chỉ Road

I- INTRODUCTION :

The words Giao Chỉ remind the Vietnamese people a curious story and a bizzard image imposed on them by the Chinese people. Regrettably, some Vietnamese historians continued to report this bizzard image. In reality, Giao Chỉ denotes the land and the philosophy of the Vietnamese people. Giao is the giao long (the dragon) or crocodile in the river or sea where the Bách Việt (Vietnamese ancestors) lived. These ancestors honored the reptile as an imaginary dragon which is one of the two totems in the tradition of Rồng Tiên (Dragon and Phoenix). Chỉ is the imprint on the ground or the land where lived the Bách Việt. After more than one thousand year of failed attempt to sinize the Vietnamese people, the Chinese authorities advanced the story that the Viet (Vietnamese people) had two great toes turning inward facing each other with the implied intention that the Viet ceased to exist on the land of Trung Nguyên because no Viet had such abnormal toes.  The Chinese people considered themselves as civilized and other people as barbarous. However, Confucius said civilized people do not use force to treat other people.  Plato said the same thing. Therefore, all the goverments in the world including the Chinese one do not have a true civilization. They have an advanced technology.  The second importance is that the Chinese people wanted to erase the image of a people who had a sophisticated culture since 2879 BC. The sophisticated philosophy of the Viet is that the Sky communicates with the Earth through Man in the theory Tam Tài ( Three Forces), a part of the Âm Dương theory (the Negative and Positive aspects of all things). The Âm Dương theory accepts two opposing forces in the very nature of all things and looks at the balance between the Negative and the Positive or the Existence and the  Inexistence, a school of thought which is very different from the Occidental ones. The Occidental theories are  purely rationalist or purely idealist. The Âm Dương theory has led the Viet in the creation of their nation and its defense.  The Viet promote  a harmonized society among human beings in the world. The legend said Van Lang was governed in the  model of harmony of Kinh Dich. Therefore, the Giao Chi Road will lead to a permanent peace and prosperity in the future. In more than 5.000 years, men went through many different social institutions such as feudalism, socialism, capitalism and communism. None of them solved the human problems acceptably because these institutions have no true civilization although their technology has been very advanced. Social inegalities, exploitation and wars continued with greater atrocities. The oppressed people become the oppressors once they are liberated. The injustice continues in spite of ideal concepts of social justice, freedom, democracy, etc… We may ask ourselves “Do we have a civilization in our dream or in theory only?” Are we in the Cycle of Power in which the Force suppresses the Rights of Man?. Now than ever before, we need  more civilized institutions because many signs suggest that the world is heading toward a mutual suicide by nuclear, chemical and infectious weapons of mass destruction. Do these civilized institutions lead us toward the Cycle of Morality predicted by the Mayans 2000 years ago in which the Rights of Man are respected in the whole world on the 21th of December 2012?

II- Âm Dương Theory and The Legend of Rồng Tiên (Dragon and Phoenix) :

An ancient Vietnamese theory says that at the earliest beginning of the world, there was a hugh mass of fluid without shape, color or odor in which the electrons (Âm) and protons (Dương) transform this hugh mass of fluid into water, metals, fire, earth and wood. They were called five active elements which acted constantly on each other to form the Tam Tài (Three Forces) – that is -  the Sky, Earth and Man and then the Universe. This theory has two rules : 1- There is nothing completely negative nor completely positive. In the negative, there is the positive and vice versa. 2- The negative and the positive go together, work and produce things together toward common ends.
Example : Hydrogen is a simplest element with one proton (positive charge) in the center and an electron (negative charge) at the periphery. The electron is constantly forced to  circulate around the proton in a round trajectory because of an electrostatic attraction by the positive charge of the proton in the center. It can not sway from the obligatory circle. They are in an constantly stable electrostatic equilibrium. In the infrastructure of the matter as well as in human society, there must be a certain stability to survive and prosper. This principle exists in the tradition of the legend of Rồng Tiên (Dragon and Phoenix). The legend of Lạc Long Quân and Âu Cơ existed during the Hồng Bàng dynasty (the earliest Vietnamese dynasty). The legend had the purpose of teaching the Vietnamese children  how to organize a human society in perfect harmony. Some European-educated Vietnamese intellectuals rejected the legend as fantasy story. It has to be discarded. It is the rationalist concept of the West. It is not the mythical concept of the Oriental. What does mean the legend? Augustine Thière (XIX century) wrote : The true history is only seen in the popular living stories of the people. In effect, the legend is not the true history. But the personages and the content of the legend are the products of a period of unique invention which are waiting for the following generations to interpret with the clear explanations (Phạm Trần Anh). Before the 19th century, the Greek writer Homer became famous with his immortal poems Illiade and Odyssée. In 1870, the German archeologist Heimrich Schliemann digged the land of the Troy War and made these legenday heroes the historic people in the war between the Geek people and people of the Troy  in the 1250 BC. The legend of Hồng Bàng dynasty of the Viet has gradually been tearing up the legendary cloud covering the Hồng Bàng dynasty to become history after more than 30 years of hard work by the Vietnamese archeologists, anthropologists and linguishtics (Lê Văn Hảo). The most precious gifts to transfer to the Vietnamese children were many concepts which defy time and space. The legend said that the King Lạc Long Quân of origin Dragon married the Queen Âu Cơ of origin Phoenix (Bird). Âu Cơ lay one hundred eggs which hatched one hundred boys (future leaders of the Bách Việt (one Hundred of Viet tribes). Fifty (50) children followed the Father to the Grand Mansion in the sea. Fifty (50) children followed the Mother to the high Mountain and elected the oldest son the King of the Hồng Bàng dynasty. The 50-50 number reflected many special concepts in this legend :

    1-The Legend of Human Being Laying Eggs :
The Queen Âu Cơ was the most dominant and beautiful bird Phoenix laying eggs. The legend of women who lay eggs was also found in the Greek mythology.  Zeus transformed into a Swan  to court Léda, the wife of the King of Sparta. She lay one egg, which hatched one girl named Helene, the beautiful Lady who was the cause of the war of Troy. The Greek  mythology  depicted a illegal romance, force and destructive war. The Vietnamese legend was much noble than the common human sexuality. It stood for a concept which the mankind was looking for : It was the Social Equality Theory. In fact, the legend never said Lạc Long Quân and Âu Cơ have treated their hundred sons unequally as almost other people did.  The 1789 French revolution had a famous slogan “Liberté, Égalité,  Fraternité”  (Liberty, Equality, Brotherhood). The Liberty has been honored while the Equality and Brotherhood have been heard at times in the churches.  The people of Giao Chỉ lived the hidden Social Equality Theory since the time of Hồng Bàng dynasty in the form of “Công Điền Công Thổ” (Feudal Estate Rice-Field) – that is – when the people became adult (18 years of age) the King gave each one an equal amount of lands to cultivate and feed the family. Lương Kim Đinh called it Bình sãn (Equal division of lands). We call this program “Social Economic Equality”. In China, the Zhou dynasty had the same program. But the difference was the Chinese people had to pay an annual rent and return the lands to the Chinese Kings when these people were 50 years old (Tran Trong Kim). The Viet paid an annual tax on the lands but did not have to return their lands to the Vietnamese Kings at age of 50 or older. These lands belonged to their children for ever.  Until 18th century in France, Jean Jacques Rousseau declared : “L’homme est né égal (Man was born equal)” (more than 3.000 years after the Viet).

    2- The Legend of Hundred Boys Hatched from Hundred Eggs :
Fifty (50) children followed the Father to the sea Mansion. Fifty (50) children followed the Mother to the Mountain. This story meant many different realities. Many Occidental archeologists found that the Bách Việt had two main groups : One group lived in the jungles (Marais des jungles). Another group lived along the ocean (Marais des Maritimes). The group who lived in the mountain was also called dân miền thượng du  or  in short người thượng (Mountaineers). The group who lived along the ocean was called Kinh people (người Kinh). The Viet usually said “mountains and rivers are one House” which means the Viet in mountain and the Viet along the ocean are brothers in the same family. Therefore, the legend of fifty children following the Father into the sea and fifty children following the Mother in the mountain was an astuce tactic to elude the Chinese invaders in order to tell the Vietnamese children in 5.000 years later that all of you belong to the same race (or you were not of Chinese origin as the Chinese claimed by their history books).
In the context of legend, the story of fifty children following the Father (positive) in the deep sea (negative) and fifty children following the Mother (negative) in the high mountain  (positive) reflect the constantly stable electrostatic equilibrium in the  Âm Dương theory ( in the negative, there is always the positive and in the positive, there is always the negative).   In the context of philosophy, the legend denotes a painful reality : Man was born, grew up, got old, got sick and finally died and/or reunion, separation, reunion and separation again. In short, man has to die. Gilgamesh in Uruk, Babylon, Mesopotamy (Iraq at the present time) failed miserably in his quest for eternal life. The Chinese kings such as Shil Hoangdi was looking for drugs to live eternally and died of toxic drugs (mercury).

    3- The Election of the King Hồng Bàng :
Fifty children followed the Mother  into the mountain and elected the oldest brother to be the King of Hồng Bàng dynasty.. This fact reflected the “Giao Chỉ Strategy” which consisted of Pure Democracy (without coercion), Freedom, Right of Self Determination. The legend did not mention Mother Âu Cơ designate or advise whom to elect as King. All the children decided independently to elect the oldest brother as King and did not show jalousy among themselves to kill each others.  It was the best aspect of the legend which was very different from almost all other countries. It reflected the philosophy of the Viet : It was “Nhơn chi sơ vốn bản thiện” (Man was born naturally good). Until the 18th century in France, Jean Jacques Rousseau said : “L’homme est né naturellement bon” (Man was born naturally good). He went further by saying “C’est la société qui l’a corrompu” (It ‘s the society which has corrupted him).  In fact, the society has taken away his equality right to others in the society and forced him to commit crimes to survive and grow.

    4-  The Duties of the King Lạc Long Quân and Reine Âu Cơ :
Lạc Long Quân and Âu Cơ shatred their duties as parents. The fact that Lạc Long Quân fed his children and educated them, was understandable in the 20’s. But the fact that Âu Cơ was assigned to build a nation and defend it, has never known in human society even in the 21st century : It was called Special Giao Chi Equality. The Sisters Trưng Trắc and Trưng Nhị followed Mother Âu Cơ in the task of defending the nation but not building the nation in the AD 40. The Prime Minister Thatcher in Britain and Prime Minister Golda Meir in Isreal in the 20th century governed their country but did not build and defend their country as did Mother Âu Cơ in 2879 BC.

III- The theory of Social Equality :

The Social Equality Theory is very different from the Marxism which started with a bloody revolution to take by forces the wealth from the rich to give it to the poor. The Social Equality Theory promotes earning the wealth by working. It does not need a bloody revolution. By  peaceful means (election) it changes the actually unequal profit-sharing in production which enslaves the majority of working people in the society. It is a natural social evolution toward the perfection.
The Âm Dương theory and the legend of Dragon and Phoenix showed the Vietnamese vision of the humanity and the Universe . The Tam Tài theory showed the position of man between the Sun and the Earth and the relationship among men in the society.  The Vietnamese ancestors understood very well how to organize a human society of peace and prosperity for survival and growth. We could say that the Viet were in the Cycle of Morality since 2879 BC. The dominant concept of a human successful society is the social equilibrium among the people, specially the Economic Equality (EE). The main reason for the Human Equality is that since antiquity, human beings realized that no one could survive and prosper by himself or herself.  The survival and prosperity needed the solidarity of a group which could be a family, a tribe or a nation. Therefore, the one who declares himself “Thiên tử “(Son of God) to take all the wealth of a nation as did the Kings of Zhou dynasties in China, is illegal and unjust. It is an exploitation by abuse of power. Let’s study the  social ideas of our ancestors. We then formulate a social solution for our people and the whole humanity.  The past experiences teach us that there was or is no social institution which has ever satisfied the simplest wish of a man, which is the Equal Rights to other individuals  in all aspects and all fields of the society.

A- The Political Principle : 
The Âm Dương theory represents the equilibrium between two opposing forces Âm (the Negative) and Dương (the Positive) which act always in harmony with each other. Therefore, our ancestors did not consider the Positive as the best nor the Negative as the worst. The best or the worse depends on the stable equilibrium between  these  two forces. For a peaceful and prosperous society, there should be a certain equilibrium among the people of that society - that is – the equality among them in all aspects of their social life with emphasis on the Economic Equality.  The inequality causes crimes, slavery, and ethnic cleansing wars. The basic condition of slavery is the  removal by force of a person’s right of equality to other individuals in the society. Therefore, the Equality is the Mother of Democracy and Liberty. When the mother is oppressed, the two children democracy and liberty could not grow normally – that is – the kind of democracy and liberty allowed by the ruling class. Popularly, we can say “Me-and-You theory” (Meyouism). If I have the rights, you must have the same rights. The right implies the duty to respect the right of other people. As no one can survive and prosper by himself or herself, the prehistoric people lived in families. The family heads were responsible for organizing the work and sharing foods equally with the family members. When many families formed  a clan, the household head who had the leadership was elected as clan head to manage the common work and protect the interests of the clan. When many clans formed tribes, any member who had the best health and best plans would be the tribe leaders. The strongest tribe head unified many other tribes into a nation. Unfortunately, the nation leader declared himself “Son of God” (Thiên tử) and took all the wealth of the nation for himself and his family. The right of equality of individuals was abolished by forces. Injustices began to develop. Crimes multiplied. He reserved favors for some of his men who served him to protect his wealth for his own family. He created an unequal profit-sharing in production to maintain the majority of people in poverty in order to govern them and asssure his position as King. The common denominator of all governments until the present time  is “Govern The People” and “Unequal Profit-sharing in Production”. The ideas of democracy develop. The democracy was, has been and is spreading to the whole world and liberating scores of people. However, crimes and wars continue with a lot of social inequalities even in the countries which declared themselves to have the most ideal democracy in the world. There is democracy, but crimes and wars persist. The question is “Why?”. If we examine carefully the societies, we will see the following things :   
    a-The democracy remains largely on the paper than in practice. Many countries do not have the democracy, but they claim they had it. The American Heritage Illustrated Encyclopedic Dictionary defines “Democracy is a social condition of equality and respect for the individual within the community”. It is clear that the equality is a primordial condition  for the democracy to exist. The respect for the individual reflects the duty to
honore the rights of other people. The rights imply the duty to respect the rights of other people. The election is the first basic steps in the democracy. The standard procedure of the election reflect the right concept of the democracy. But the election is only one of the many sufficient and necessary conditions of the true democracy. If any military or economic forces suppressed the equality, the election is a demagogy.
    b-The profit-sharing in production is still very unequal. It is the origin of all social crimes and destructive wars. We can say with certitude that if unequal profit-sharing in production remains, social crimes and wars remain. The concept of Big Brothers taking care of the people is a bad concept because it represents the domination of man by man and leads necessarily to dictatorship. It reflects practically the policy of “Govern” with   “Unequal profit-sharing in production”. This policy is fundamentally against the concept of democracy. This policy failed in the past 5.000 years of history of feudalism, socialism, capitalism or communism. Every day  have been looming wars which were more inhuman and barbarous. The world has been threatened with nuclear, infectious and chemical weapons of mass destruction.  The humanity has gradually been walking away from civilization to slip silently into the gold-plated sauvagery. Therefore, we need a Tsunami of ideas which propose that the policy of “Govern” is obsolete and must be immediately replaced by a more civilized and more productive policy : It is the “Democratic Management” which is based on social equality and fairer profit-sharing in production.   

    B-  The Economic Principle : 
The Economic Equality  is based on the concept of Democratic Management. Men were created very different in corporal and mental capacities. Some are more intellectually competent. Others are more corporally competent. Many are in the middle. But in the production, the method consists of labor division to fit workers’ capacity. Therefore, the intellectuals and labor workers have their value in the performance of production because the tasks of production need both intellectual and manual forces. Religiously speaking, we do not believe that there were a so unfair God who created poor men and rich men. The poor ones have to be the slaves of the rich ones. But we do believe that  the economic inequalities are due to the unequal profit-sharing in production and unequal distribution of natural resources among people in the same country and among different countries in the world.  The natural resources of a country is randomly determined. They could be changed by invasions in many forms. The unequal profit-sharing in production increases the wealth of the ruling class very rapidly while the profits of the ruled class is not increased but decreased. Therefore, the performance of the ruled class is not encouraged but may be discouraged because the latter think that their hard work in unequal profit-sharing relationship just enriches the ruling class. The nice slogan of collective ownership does not convince many workers. It was the origin of the failure of the revolution of the Soviet Union after 72 years of success. The Presidents Krouchew and Gorbachev did not hesitate to correct mistakes by the Policy of Revision, Glasnost and Petroiska. The Economic Equality Theory will stimulate the permanently stagnant work forces. The history showed the mistake of the belief that “Private Property Causes
Exploitations”. The private properties in a regime of fair profit-sharing in production do not cause exploitations. But it is the regime of unequal profit-sharing in production does cause exploitation because it continues to create the hugh financial inequality between the ruled class and the ruling class. This hugh inequality of wealth is the origin of social crimes  and destructive wars. When the Economic Equality is the policy of the country, the unequal profit-sharing in production between the owner and salaried workers should be replaced by a more civilized and fairer relationship in production : It is the owner and partners relationship in the principle of “You have the money, I have the labor. We cooperate to produce and share the profits”.

Here is how the actual profit-sharing in production is unfair. Any task of production is based on two main factors : the capital (Money) and work force (W). The formula is :

                                P  =  M + W                  (P = Production)                  (1)
                                p  =  I  -  (M + W)         (p = profits, I = income)      (2)

 The universal truth is that the owner has the money but does not have the labor forces. The owner can not produce in mass. The workers have the labor forces, but do not have the money.  Therefore, they could not produce in mass neither. The owner and workers have to cooperate to produce. We see clearly that the owner and workers have to cooperate in the production as the Positive and the Negative in the Âm Dương theory. The cooperation is the equilibrium between the Positive and the Negative . In this case, it is the harmony between the owner and the workers. The products are due to the money and labor of workers (formula1). Therefore, the profits of the products should be distributed to all members of the team of production as follow :

   1-The capital (money), the inactive production force, is compensated by the amount  of money related to the actual rate of interest. This amount of money belongs to all those who contribute to the capital (owner + partners who contribute).

  2-The workers, the living production forces (the owner and all the workers), receive four  types of the following compensation. These types of compensation are designed to be fair to all the workers and stimulate the production.

    a- The basic payment :
The basic payment is the expenses needed to maintain the health of each worker for the production. It is determined by a committee  or government for the same average amount of money sufficient to cover those expenses without regard to age, sex, kind of work and status of old or new employment at the specific time period.

    b-The payment of the individual’s production capacity :
This payment is depends on “the more the worker works, the more he or she get paid without sex-related consideration”. There is two kinds of payment for individual’s production capacity :
   1- Payment for the Directors or CEO of the company or Departments in the company. This payment should not exceed five (5) times the best worker in the company. The reason is that the increased profit of the company is the work of all workers of that company but not uniquely that of any  Directors of the Deparments or the CEO of the company. The talented Director or CEO will receive a bonus related to their excellence below (See c).
   2-Payment for other normal workers’ production capacity is based on their performance (Certification, Expertise, Evidence of excellence in the past or actual innovation in their profession, amount of products accomplished per month, etc…).

    c-The payment for the individual capacity to increase the total company production :
This is the award of the company to encourage all employees to innovate the technique or way to improve the general performance of the company : ex: licence of production, invention of way to reduce the loss and increase the outcome of production lines. This individual award could attain 20% of the income of the company + the share of the total benefits of the company at the end of each year.

    d-The share of the annual total interests of the company :
As discussed in formulas 1 and 2 above, the profits come from the money invested in the company and labor forces of the company. Therefore, it is reasonable the labor forces including the owner(s) and all the employees are entitled to have a share in the interests of the company. The interests are the total income of the company of the year (all annual amount of money reveived for the sale of all products generated by the whole comny) – [all expenses due to interests paid for the company capital + marketing, transport, losses secondary to thefts or defects of the products, etc… + salaries of all employees including owner(s) + taxes, etc… ). This total interests are distributed to all employees including owner(s) according to their individual capacity or/and contributions (contributions including their production capacity + work beyond their duty).
In the case of losses, the whole company have to bare them with the fair play that the Directors, CEO, and Owner(s) have to pay much more because there are responsible for the planning, execution, choix of products and markets to sell them, etc… The ordinary professionals, secetaries and specially hygiene workers will share the losses much less.

The general formula for payment will be :

 AIP  =  a + b + c +d     [AIP    = Annual Individual Payment]
                                      [a = BP      = Basic Payment]
                                      [b = PIPC  = Payment for Individual Production Capacity]
                                      [c = Payment for Individual Capacity to Increase Production]
                                      [d = SATI = Share of Annual Total Interests]

 In the second year of contribution, the formula for payment will be :

 AIP   =  a + b + c + d + e  [AIP      = Annual Individual Payment ]
                                           [a = BP  =  Basic Payment]
                                           [b = PIPC  = Payment for Individual Production ]
                                           [c = Payment for Individual Capacity to Increase Production]
                                           [d = SATI = Share of Annual Total Interests]
                                           [e = CIII   =  Collection of Individual Investment Interests]
(because individual employees are encouraged to invest part of their share of Annual Interests of the company (e) of the past year.)

Any employee who do not have the capacity of increasing the company total production and/or refuses to invest part of his or her share of the total interests of the company, the payment c = 0 and collection e = 0.
After many years of cooperation for production in the company, each partner made more money. They can now send their children to better schools to become engineers, doctors or higher professionals in other areas. When the people are well trained in sophisticated fields of science, the capacity of production increases. The people will work in shorter period of time (as an example 6 hours per day) but get higher payment. They have the time spent at home to help their children in their study. In that way, the society has less crimes such as theft, murder or other violences. The psychology has showed people who have enough money, they have a tendency to avoid crimes to enjoy their well acquired fortune instead of spending time in jails and loosing their well earned money. People who commit crimes usually because they are hired to commit crimes to satisfy their hungry demand and/or revenge against the unfair society. An endocrinologist has done a research by feeding well the prisoners, their violences diminished at great degree.
The private properties do not kill the tendency of dominating other people but it can neutralize this domination tendency because no one is going to die or commit crimes in order the domination class could grow further to expand their hugh  fortune for enslaving more people. In the contrary, the universal private properties will terminate the human domination thinking in the early stage. We can say with confidence that :

               “WHEN THE NECESSITY OF EVERY BODY IS  MET”,
  “CRIMES WILL BE DOWN” AND “WARS WILL BE TERMINATED”.

 C- The Duties and The Rights of the People : 
When the people have to serve the country, they (Owner(s) or partners) keep receiving their salaries and benefits as they are still working for the company because serving the country is a another way of serving the company. As an example, a partner joints the military mission to defend the country – that is – he or she also defends his or her company against the invading enemy. When he or she returns to the civilian life, he or she must get back to his or her previous position or any equivalent ones. This policy have tremendous advantages for the individual, family, company and country :

   a-Advantages for the individual and family :
1-The Owner(s) or partners will not suffer of any financial losses when they go to serve the country.
2-When they return to their civilian life, they will not face the unemployment.
3-Their family will not suffer of family financial disruption leading to divorses and/or domestic crimes.

   b-Advantages for the company :
1-The partners will work with full efforts leading to increased production.
2-No vandalism or damages caused by partners because it is their source of income.

   c-Advantages for the government :
1-The government pays only the bonus for the function and the cost of risks.
2-The government’s cost of defense and/or administration is much less; therefore, there is no need for higher taxes.
3-Corruption, theft, budget deficit and other criminal activities such as favors for different political parties, etc… diminish to the extreme.
4- Protests, strikes, class struggles, etc… decrease or terminated.
5-Tendency of betrayal against the country will be suppressed because there is no domination of a class of people over the majority.
6- The national budget for the social welfare is reserved for the people who were born handicapped by diseases, accidents or those who are too sick chronically for holding a job.

D- Organization of the Government :
The new politico-economic regime needs a new organization to carry out the new mission. Viet Nam will have four (4) Branches in the government :

   1-Executive Branch of the Government :
The Government has the mission of Management but NOT GOVERN as in the past. It applies objectively the laws to manage all the affairs of the country : Nobody above the Laws. The laws only govern all people. The head of the country acts like the Orchestra Chef and the Country follow the rhythm of the Chef of the Orchestra.

   2-Legislative Branch of the Government :
The Legislative Branch writes the Constitution and establishes all the necessary laws for the management of the country.

   3 –Judicial Branch of the Government :
The Judicial Branch applies objectively the laws to resolve all violations of the laws and maintains the country security.

   4-National Defense :
This Branch has to defend the country and maintain its security.

The executive branch is composed of :

    a-The Office of Management :
This Office is headed by the Manager General (former President) who will execute all missions that the people elected him to do. The people give him all authorities and all necessary means to carry out these missions.

    b-The Offices of different Departments :
The Ministers of different Departments report to the Manager General and the people. The businesses of the Education and Healthcare are free. The national resources and taxes will cover the costs. No private citizens can own any of natural resources (natural gases, petroleum, coal mines, gold mines, other metal mines, etc…) of the country because they belong to all citizens                     

    c-Election of all officials of the government :
Nobody is entitled to seat in any Office of the Government without being elected by the people.

    C1- Election of the Manager General :
The Manager General is choosen in an universal suffrage for 7 year term with a relative majority.. In the first two years he or she must carry out all promises that he or she submitted with the application. If he or she fails to carry out his or her promises for any reasons, he or she has to resign  at once voluntarily or the Legislative Branch has to take action to force his or her resignation immediately or to suspend his or her official duty immediately. The reason is that he or she could not carry out the promises because he or she lacks leadership or deceives his or her people. He or she can apply for the second time. But it will need 75 % of people to allow him or her to apply for the third time.


    C2-Duties of the Manager General :
The Manager General has the duty to manage the country affairs according to the Nation Laws and Constitution. He or she is not elected to govern the people who elected him or her. He or she can not dissolve the Parliament because the people elected the Parliament. Dissolving the Parliament is undemocratic. He or she has the authority to choose the Ministers and replace them as needed except the Minister of Justice because of the principle of independence between the  Executive power and the Judicial power. However, he or she can request the Parliament to replace the Minister of Justice in the national interests. He or she can be forced to resign by the Parliament if he or she commits treason.

    C3-Election of other officials of the government :

     1-Election of the Minister of Justice :
The Minister of Justice is choosen in a universal suffrage for a five year term with a relative majority.  The application for the re-election for the position is unlimited. He reports to the people, the Manager General and the Parliament.

    2-Elections of the Parliament members :
The candidates for the Parliament will be choosen in a universal suffrage with a relative majority for a 4 year term. The application for re-election is unlimited.

All candidates for a position in the government have to submit promises or  plan of action on the application sheets. If elected, they have to repeat his or her promises and state loudly during the ceremony of acceptance of their duties : “I shall realize my promises in the first two years. If I could not carry out my promises, I will resign voluntarily or the government suspends my official duties immediately”.
The following protocol will be practiced for suspension :
** The Parliament will suspend the Manager General and the Minister of Justice after the completed investigation. The investigation can not be more than 6 months after the end of first two years.
** The President of the Parliament will suspend the members of the Parliament after or even before the completed investigation.

E- Application of the Theory of Social Equality :
For more than 5.000 years, men did not follow the teaching of Thượng Đế (God). Men have committed too many crimes. Some committed more crimes than others. Therefore, men have to repent and voluntarily pardon each others to build a new mankind civilization. According to Vietnamese tradition of peace and generosity, the Viet will build the Social Equality Regime by A REVOLUTION OF LOVE consisting of the following conditions  administered and monitored by a Temporary Social Equality Committee which will be disbanded in two years :
    1-General Pardon of all people in the Vietnamese society. All the prisoners  have to be set free despite their committed crimes with the condition of not recommitting them any more after they are pardoned and set free. They will be told that they would be severely punished immediately if they fail to keep their promises.
    2-It is absolutely prohibited to take by force the properties or belongings of any one for any reasons at all.
    3-It is absolutely prohibited to carry out  veangence against any one for any reason at all because violences invite violences.
    4- All thoughts will be honored except those which are against the Theory of Social Equality and deteriorate the human values and the morality norms. The religious freedom is honored. All religions are treated equally.
    5- The owners will follow the principle of “Owner and Partners” relationship in production on the principle of “You have the money, I have the Labor. We cooperate to produce and share profits”. If any owners refuse the new way of production, their decision will be absolutely honored. They are allowed to produce by themselves.
    6- All male or female citizens are considered as “Thiên tử”( children of God) with all the rights and duties to respect other people’s rights. Any citizen who commit serious crimes, will loose the right to apply for important positions in the government.     
    7- All citizens are owners of the national resourses. They have the duty to protect them in the peace time as well as in the war period. These national resourses are mines, coal mines, gold mines, etc…will be used for national defense, health services to all citizens, public education funds, infrastructures projects, etc…
    8- All citizens must be loyal to the country and put the country  interests before their own ones.
    9- The old people, women, children, and the weak people must be respected and protected.
   10- Social Equal Rights must be considered as an inviolable human right.

IV- CONCLUSION :

Viet Nam will build a SOCIAL  EQUALITY  INSTITUTION by a REVOLUTION OF LOVE with the re-establishing of the social equal rights between men and men, and between men and women in the society at all levels with the emphasis on the Economic Equality. The profit-sharing relationship in production is the Owner and Partners Relationship on the principle of “You have the money, I have the Labor. We cooperate to produce and share the profits”. All citizens can share the national resourses and have the duty to protect them during the peace time as well as in the war time. All citizens must have an absolute loyauty to the country and put the interests of the country before their own ones. The rights imply the duties to respect other people’s rights. All thoughts are honored except those which go against the Theory of Social Equality and deteriorate the moral norms of the society and the human values. The freedom of religion will be respected with equal treatment of all religions. The Viet Nam revolution of love will pay the way to a new human civilization in which the domination of man by man and human exploitation will be terminated. The social equality is considered as an inviolable human right. Old people, women, children and weak people must be respected and protected. The long lasting peace will prevail in the love of mankind. Viet Nam will start a new cycle : It is the Cycle of Morality in which the social equal rights between men and men as well as between women and men are respected.
We see clearly that the legend “Mother Âu Cơ of origin Tiên (Phoenix) married Lạc Long Quân of origin Rồng (Dragon) lay 100 eggs which hatched 100 boys…” inspired their children to formulate the Social Equality Theory after it has been deciphered. It supported the purpose of the legend of Augustine Thière that “… the personages and the content of the legend are the results of a brilliant invention period which await the future generations to interprete them in a meaningful way”
A people who have contributed to the civilization of Pyramid Yonaguni on the Nanhailand (8000 BC) submerging in the bottom of the South East Asia Ocean, have inspired their children to formulate a social policy which fit the ideal of the mankind and was clearly defined in the Theory of Social Equality. This theory is an invisible, flexible as water and wind, precious and sharp sword will terminate the domination class which has had emprisoned the mankind under their nuclear, chemical and infectious weapons of mass destruction. It will spread the civilization of Van Lang to the five continents and four oceans to help mankind back on their feet in order to free themselves from the domination of man by man.
